Dear Parent/Guardian, Student, and Highland Ram Supporter,
This letter will focus on an update about the potential boundaries to go into place for the 2018-19 school year.
Thursday, 1/25/18, the Board of
Trustees tabled action on high school boundaries. The board requested that district administration seek further input from the community. As a result of the
Board’s direction, district administration will be forming advisory focus groups to seek
more community input into revising high school boundaries and exploring any
options not previously considered. Additionally, the Board took action to
reverse its previous decision regarding students of staff directly supervised by
the principal, to attend the school where their parents are assigned to work.
The Board, in a previous
meeting approved the Boundary Committee recommendation on revised Middle School
boundaries. The middle school boundary map that the Board adopted is posted on
the district website under the Secondary Boundary Committee button and then by
selecting Maps.
School of Choice - the Board
unanimously adopted the committee’s recommendation to eliminate the District’s
School of Choice policy.
Transition to boundary school
recommendations adopted by the Board:

Grandfather
current 9th, 10th and 11th graders to continue
to attend their school of choice or attend their new boundary school as
recommended by the committee.
·
Grandfather this
year’s 7th graders to continue to attend their current middle school
or attend their new boundary school, as recommended by the committee.
·
Grandfather this
year’s 6th graders to continue to attend their current middle school
or attend their new boundary school.
·
This year only, 8th
grade students, who are currently enrolled in the District’s schools, have the
option to follow a high school sibling who attends a high school outside their
new boundary as recommended by the committee.
·
Children of Head
Varsity Coaches will be allowed to attend the school where their parents coach
and children of any assistant coaches hired prior to 9/1/2017 may attend the
school where their parents coach, as recommended by the committee.

The Board
originally did not adopt the committee’s recommendation to allow students of
staff members supervised by the school principal to attend their parent’s
school, but has overturned this decision, now allowing students of staff members supervised by the school principal to attend the school where their parent is assigned to work.
District administration developed
a plan of action that will include the formation of focus groups to advise the
Boundary Committee, in order to get more community involvement in the process. The focus groups will be held on February 12th, from
6-8:30 pm in the Highland High School cafeteria.
Each Advisory Focus Group
Will Consist of:

2 student
government representatives
·
2 public
officials
·
2 business
representatives (selected from Education Foundation, Festival of Trees Sponsors
and Key Communicators)
·
6 parents/patrons
– randomly selected; excluding SD 25 employees
o
3 parents/patrons
for each group from those that commented during the public input process.
o
3 parents for
each group that have at least two students in district (one in high school and
one in middle school) that did not participate in the public input process.

Boundary Committee members to provide information and assistance.
The Boundary Committee will
reconvene thereafter to process the input received from the Advisory Focus
Groups and subsequently, report to the Board.
We appreciate those who have been asked, and accepted the invitation, to participate as a member of the focus groups. We also appreciate those who plan on coming to attend and observe, and we appreciate your respect for the process. We understand, and are extremely sensitive to, the impact the decisions regarding boundaries will have on the families in our community.
The problems we are working to address through the creation of boundaries includes:
1) Balance of enrollment with regards to capacity in our secondary schools.
2) Provide for more socioeconomic diversity in our secondary schools.

Local 449 Electrical Workers and Local 732 Iron Workers will be visiting HHS on February 14th.

WHAT IS REGISTERED APPRENTICESHIP? Registered Apprenticeship is a
formal system of employee training that combines on-the-job training with
related technical instruction. It is designed to produce craft-workers that are
fully competent in all aspects of an occupation, including: knowledge, skill
and proficiency on the job. Registered Apprenticeship programs meet the skilled
workforce needs of American industry, training millions of qualified
individuals for lifelong careers since 1937. Registered Apprenticeship helps
mobilize America's workforce with structured, on-the-job learning in
traditional industries such as construction and manufacturing, as well as new
emerging industries such as health care, information technology, energy,
telecommunications and more. Registered Apprenticeship connects job seekers
looking to learn new skills with employers looking for qualified workers,
resulting in a workforce with industry-driven training and employers with a
competitive edge. Registered Apprenticeship programs are customizable to match
employers' needs, and highly flexible to always to meet employers' changing
requirements. The U.S. Dept. of Labor’s Apprenticeship Program allows employers
to design their own apprenticeship program which provides apprentices with
specific skills, training and job-related instruction tailored to the company’s
needs. WHAT TYPES OF BUSINESSES HAVE
APPRENTICESHIP PROGRAMS? A variety of types and sizes of businesses have
apprenticeship programs. Automotive, Construction, Culinary, Healthcare,
Manufacturing, Transportation benefit greatly from apprenticeship programs. In
fact, without a continuous flow of apprentices becoming skilled journey
workers, quality industrial standards would be severely affected. Recently, the
U. S. Dept. of Labor has developed apprenticeship programs for Automotive
System Specialist, CNC Setup Programmer, Dental Assistant, Hotel Associate,
Low-voltage System Installer, to name a few.
ARE APPRENTICES EMPLOYED? Yes. Apprentices must be full-time
or near full-time employees of the company to which they are apprenticed.
However, in the event of school-to-apprentice programs, registered apprentices
may be part-time. Apprenticeship activities may cease for the apprentice if
either laid off or unemployed. Cessation or continuance of apprenticeship
activities may depend on length of time of layoff or unemployment.
WHAT
RATE OF PAY DO APPRENTICES RECEIVE? Salaries vary from industry to
industry. The average starting wage of an apprentice is approximately 40%- 50%
of a journey worker's rate of pay. The only federal requirement is that you not
pay an employee an amount below the federal minimum wage at any time during
their apprenticeship. In setting the incremental wage progression, the employer
determines what the appropriate wage would be for a person at the full
performance level and then sets a percentage below that amount as the entering
wage for a new registered apprentice. The employer then determines appropriate
benchmarks for increasing the wage as an employee advances in the program.
Senior reminder--
February 15th is the application and academic scholarship deadline
for several colleges/universities.
Upcoming testing information
ISAT
Testing dates for sophomores this year are on April 2nd and April 10th.
This test is mandatory for graduation and cannot be opted out of. We are
providing these dates to you early in the hopes that you can make the needed
changes to your students schedules (vacations, doctor’s appointments, etc.) to
work around these dates. Highland will be altering their teaching so
sophomores will not miss instructions time or have homework for these two test
dates. Please make this a priority to have your 10th grader
there on those dates.
Trimester
3 Schedule Changes
As we near the 3rd trimester many students
and parents are enquiring about schedule changes. Students who have been
misplaced in classes or have a hole in their schedule are already being called
out of class to work with a counselor to make these needed corrections.
Preference changes (choosing a different elective, teacher, etc.) will be
done the week of finals. We want students to have a positive experience
at HHS. Counselors do this as a courtesy (not a requirement) and
will help as many students as possible in the time frames allotted for these
types of changes. Preference changes will only be done on students’
personal time and in person. Changes are too complex to do over the
phone or via email. Students cannot make these changes during class time,
as per administration.
Please discuss with your students this may mean they
have to wait in line more than once to see a counselor. Preference
changes will not be done once the new trimester begins. If you
have questions about your student’s schedule, please contact a counselor prior
to finals week so you can guide your student with these changes. Below
are the dates and times students can do preference changes.

Be sure and purchase your $2 Ticket or Tickets for the Lithia Chrysler Jeep Dodge RAM of Pocatello Raffle benefiting Athletics and Activities. Last year a Pocatello High School parent won a brand new Dodge Dart all expenses paid including taxes. Over $56,000 was raised for school activities in the Pocatello/Chubbuck School District in last years raffle. Support athletics and activities again this year and buy raffle tickets for $2 for the chance to win a new Jeep Renegade worth $25,000 donated by Lithia Chrysler Jeep Dodge RAM of Pocatello.
